HOA and condo boards
Board members carry fiduciary responsibility for projects most of them have never run before. We give you recommendations you can stand behind in front of owners, and we manage the work so volunteers don't have to.
Construction management · Project management
We plan, bid and oversee capital repair projects on existing multifamily buildings from 10 to 500 units. Boards, property managers and owners get an experienced construction manager watching the budget, the schedule and the contractor.
Who we work for
Board members carry fiduciary responsibility for projects most of them have never run before. We give you recommendations you can stand behind in front of owners, and we manage the work so volunteers don't have to.
A major capital project can take over a manager's week. We handle contractor coordination, schedule tracking and pay applications, and keep you and your board informed.
For apartment owners and developers, we act as your representative through planning, bidding and construction, with the same focus on cost, time and risk.
What we do
We serve as construction manager and project manager from first evaluation to final closeout, bringing insight, guidance and education through every stage of a complex project.
A note on design and engineering. HCC is a construction and project management firm. Your project may require a discipline-specific engineer or a specialty architect. HCC helps the Association select the right design professionals and specialty consultants. Depending on the project, these professionals contract directly with the Association or are sub-consulted through HCC.
New · HCC Board Portal
HCC can set up a secure Board Portal for your project. Board and committee members sign in to see where the project stands today, without waiting for the next meeting or searching through email.
The portal is available on HCC projects as an optional add-on. Because every project is unique, an additional fee may apply depending on the project's size, length and reporting needs. We'll talk through what fits your project before anything is set up.
The demo uses a fictional sample project. Every Board Portal is set up around its project, so the sections and layout your board sees may differ, depending on your community's needs and the type and demands of the project.

Our approach
As your project manager we look out for your interests and the interests of your ownership, acting as an extension of your team.
Major capital projects cost significant money. We report budget status every month and use our lender relationships to help identify financing options.
Delays hit residents hardest. We monitor progress, enforce the construction schedule and give frequent updates on timing and resident impacts.
We apply construction management expertise to reduce financial and schedule risk, and we hold contractors accountable to their contracts.
Review conditions, reports and reserve studies, and define what really needs to be done.
Coordinate the design team, build a realistic budget and work out how to fund it.
Invite qualified contractors, compare bids on equal terms and negotiate the contract.
Site observation, schedule enforcement, change order and pay application review, and monthly reports.
Punch list, warranties, final accounting and a complete record turned over to you.

Questions
Board members have a fiduciary responsibility to their owners. On a major project, that means bringing in professionals to provide recommendations, guidance and management. A project manager reduces the risk you carry as a board member.
Mismanaging a large project can be very costly. On most capital improvement projects, a project manager's fee is a small percentage of the construction cost, and an experienced one can largely pay for themselves through savings and contractor accountability.
No. Most of our work is with HOA and condo boards, but we also represent property managers, apartment owners and developers on capital repair projects.
Yes, in some cases. Most clients hire us as their owner's representative, but HCC is also a licensed general contractor in California and Washington. When an owner prefers one firm responsible from start to finish, we can serve as a construction manager at-risk, delivering the construction under a cost-plus agreement: the owner pays the project costs plus an agreed fee, with transparent pricing on major subcontracts. When we manage competitive bidding for an owner, HCC never bids on that work itself. The terms of this arrangement, including pricing and reporting, are negotiated for each project.
We work in California and Washington, from offices in Burbank and Vancouver.
Yes. California's SB 326 requires associations to have balconies, decks and other elevated exterior elements inspected by a licensed architect or structural engineer. Once the inspection report identifies needed repairs, we manage the repair project from scope and bidding through construction and closeout.
We talk through your building, the problem you're facing and where you are in the process, then tell you what kind of help makes sense. There's no cost or obligation.
